This is an ancient collapsed settlement deep beneath 'stack city' (officially known as Blackreech City), which is rife with a hideous infection that contaminates the beings who live there. A Code Splicer Cult group have been in the dark for so long, they have broken away from their roots to form an Outcast gang, scarred by the grotesque infection. What is their purpose in this dank place? No-one is sure, but it can't be good.
